The ERC consortium is committed to seeing the project to its completion and can complete the project with our without public subsidies. ERC is capable and ready to deliver this much needed project to the people and communities of Hampton Roads.
Our team has already started work with VDOT on a plan that could complete the Project in 3–4 years. Working in cooperation with the people of Hampton Roads, our goal is a Project that creates job opportunities, reduces congestion and is a community asset.
ERC has undergone a long and vigorous review process with the Commonwealth of Virginia in order to be approved for the Project.
The formal approval process under the Commonwealth’s Public-Private Transportation Act of 1995 is a six phase process. The six phases include:
Phase #1: A quality control review of ERC
Phase #2: An Independent Review Panel Process
Phase #3: Commonwealth Transportation Board Recommendation
Phase #4: Submission and Selection of Detailed Conceptual Proposal
Phase #5: Conceptual Proposal Negotiations
Phase #5: Negotiations
Phase #6: Interim and/or Comprehensive Agreement
ERC and the Virginia Department of Transportation are currently reviewing and negotiation the Conceptual Proposal after having successfully completed phases #1 - #4.
