Virginia has a successful and proven track record of procuring projects via the Commonwealth's Public-Private Transportation Act (PPTA). This act enables VDOT to secure private sector funds and offset them need for public allocations to fund the work.

Under the PPTA process:

• Virginia remains the owner of all facilities,
• VDOT and elected officials oversee the project, with influence from the public,
• All guidelines are determined by the Commonwealth of Virginia and VDOT,
• VDOT and ERC will work closely together in matters of public safety and communications,
• The relationship between VDOT and ERC will be transparent.
